laws that allow bottle shops to morph into bottle shop bars

A lot of bottle shops that seem like bars are still categorized as bottle shops, and a lot of places categorized as bars sell bottles and cans for take out. In New York State, the distinction between bottle shop and bar has been blurred by regulations that allow establishments licensed as either to do both. I think the law was changed in 2014, but I am not sure of the fine print.
